Job Description:
The California Department of Public Health (CDPH) is currently
hiring for a Staff Services Manager (SSM) II (Supervisory) position
within our Administration Divisions Program Support Branch (PSB).
In this role, you will serve as the Purchasing & Solicitations
Section Chief.CDPH is committed to effectively delivering essential
Public Health services directly and/or through strong and effective
Partnerships. PSB provides a variety of supportive services to CDPH
Programs.We are looking for someone that has experience with
managing/supervising multi-disciplinary units of staff; purchasing
and/or contracting programs; and strategic planning with high

any questions.*Responsibilities:** Plan, direct, and manage the
development and policies of the Purchasing Services Unit (PSU),
which has oversight of the decentralized Procurement Program ($3
billion annually) of Non-Information Technology (IT) and IT Goods &
Services, by assuring that all procurements are legally executed in
a timely manner; meeting with Program Managers to resolve the most
difficult and complex procurement problems; and working with State
Control Agencies to communicate and resolve differences in
interpretations of the laws, rules, and regulations governing state
purchases, solicitations, and contracts* Plan, direct, and manage
the development and policies of the Centralized Contract Services
Unit (CCSU), which has oversight of the centralized Solicitation
Program for Non-IT and IT Services, by assuring that all department
solicitations are legally executed in a timely manner; meeting with
Program Managers to resolve the most difficult and complex
solicitation problems; and working with State Control Agencies to
communicate and resolve differences in interpretations of the laws,
rules, and regulations governing state solicitations* Plan, direct,
and manage the development and policies of the Policy, Governance,
and Compliance Unit (PGCU), which has oversight of the development,
recommendation, and implementation of new CDPH policies and
guidelines for procurement and contract management, by meeting and
conferring with CDPH Program Managers, the Office of Legal Services
(OLS), the Department of General Services (DGS) Procurement
Division, and DGS-OLS positions on all proposed legislation
concerning solicitation and procurement policies, and developing
and recommending new legislation, which will enhance the
department's purchasing and solicitation systems* Perform general
administrative duties including, but not limited to, preparing and
monitoring the Section's budget; the recruitment, hiring, and
training of staff; holding staff meetings; and preparing required
reports*Desirable Qualifications:** Minimum of four (4) years of
increasingly responsible management, personnel, fiscal, planning,
program evaluation, or related analytical experience, which shall
have included the preparation of reports, the presentation of
recommendations to management beyond the trainee level, and at
least one (1) year in a supervisory capacity* Extensive knowledge
of, or experience with, purchasing and/or contracting programs*
Experience dealing with strategic planning with high volume
workloads* Excellent communication skills (both verbal and
written)) with all levels of staff at a Statewide level, or
equivalent scale* Experience with developing and implementing
