Francisco, CAThe Evolv Application Administrator (EAA) is
responsible agency-wide for the maintenance and ongoing enhancement
of systems for tracking and billing staff time, client
demographics, and clinical records. The EAA is a key member of the
Evolv Process Committee, will make recommendations on the JFCS
Evolv strategic direction, and will manage the database and all
related technology of the Evolv Enterprise Application. In
addition, the EAA supervises the staff responsible for tracking and
reporting client demographics and for client and third-party
billing including the EHR Analyst, QA Specialist, and Billing
Analyst. The EAA position combines project management, information
management and analysis, technology management, staff supervision,

$120,000 Position Summary: Under the supervision of the Chief
Financial Officer, the Evolv Application Administrator (EAA) is
responsible agency-wide for the maintenance and ongoing enhancement
of systems for tracking and billing staff time, client
demographics, and clinical records. The EAA is a key member of the
Evolv Process Committee, will make recommendations on the JFCS
Evolv strategic direction, and will manage the database and all
related technology of the Evolv Enterprise Application. In
addition, the EAA supervises the staff responsible for tracking and
reporting client demographics and for client and third-party
billing including the EHR Analyst, QA Specialist, and Billing
Analyst. The EAA position combines project management, information
management and analysis, technology management, staff supervision,
and customer service.The EAA understands and assists in meeting
budget and services goals, understands the mission and objectives
of Jewish Family and Children's Services, and works within the
limitations of the Agency's resources and performs all duties in
compliance with agency standards.Essential Duties &
ResponsibilitiesEvolv Enterprise Application Administrator:Manage
data input protocols, outputs and user training related to the
Evolv platformEvaluate interaction with other agency applications
such as Salesforce and SEM for any proposed change or new
initiative and prepare cost-benefit analyses and recommendations as
to which systems should be integrated with the Evolv Enterprise
Applications and the optimum timeline for integrationPerform system
evaluation and troubleshooting; solve technical problems that arise
in the Evolv softwareAct as primary liaison with vendor's Evolv
Support ServicesPerform or coordinate with Evolv and hosting vendor
staff database administration functions including security
administration, system back-up, user maintenance, table
maintenance, form creation, ad hoc report generation, system
upgrades, and patch management all as applicable for the hosted
systemDesign and execute accurate and timely reports from the Evolv
system, as neededIn coordination with Evolv staff and JFCS billing
staff, maintain billing and data transfer protocols that meet
Federal requirements under HIPAA, the California Privacy Act, and
subsequent related legislationIn coordination with Evolv staff,
develop billing and data transfer protocols and encryption as
needed to support billing of various third-party funders including
Medicare and county Medicaid officesWork with IT staff to maintain
a proper network and software platform for Evolv and ancillary
applications to operateDesign and execute exception reporting and
other protocols to test the accuracy of dataTrain staff as needed
to update new users, refresh users on protocols and roll out
upgrades and other changes in EvolvRegularly update the JFCS Evolv
Enterprise Application ManualWork with Evolv and hosting staff to
ensure adequate back-up protocols are in place and followedClinical
Billing Services:As supervisor of Clinical Billing Services, the
EAA supervises the Billing Analyst responsible for the coordination
of third-party billing and collections for clinical and case
management services and monitoring of HIPAA compliance for clinical
billing.Oversees the technical aspects of the billing process
including the scheduling process,Maintains locally developed
software ancillary to Evolv for billing and reportingProvides
training, education, and customer service to all departments
utilizing clinical billing servicesIn coordination with the HIPAA
Compliance Officer, the HIPAA Security officer, and the CFO,
ensures that clinical billing processes are HIPAA compliant and
serves as a resource to other departments as appropriate to ensure
that their billing is HIPAA compliantOperations:Accomplish
department objectives by supervising staff and organizing and
monitoring work processesAssess and manage the work performance of
the employees, and ensure that individual, departmental, and
business goals, deadlines, and performance standards are
metParticipate in JFCS and departmental meetings and trainings and
represents the department in a professional demeanorMaintain client
privacy and confidentialityFoster a spirit of teamwork and unity
among JFCS staff that allows for cultivating ideas, expeditious
resolution of conflict, and the appreciation of diversity as well

QualificationsMinimum of five (5) years of progressively
responsible experience in managing major software applications in
database administration and trainingProven systems information and
computer analysis skillsExperience working in Netsmart Evolv
application and/or an EMR/EHR setting a plusProven experience with
Microsoft SQL Management Studio including experience writing SQL
views and stored procedures. (Microsoft certification a plus)Strong
Microsoft Office skills including Word, Excel, Access, and
PowerPointStrong interpersonal skills tact and cooperation in
working with other staffTeam focus requiredStrong verbal and
written English communication skillsSuperior organizational skills
and precise attention to detailAbility to work independently and
responsibly with general direction, and to demonstrate excellent
